In the annals of the history of recruitment in so far as the District Judiciary concerned, especially in the appointments of Civil Judge (Junior Division) and District Judge (Entry Level), the epoch making edict of the Hon’ble Apex Court in Malik Mazhar Sultan & Anr. Vs. UP Public Service Commission & Ors. (2006) 9 SCC 507, has paved an indelible mark.
Consequent upon the directions in the above Judgment the post of Registrar (Recruitment) created in every High Court to oversee the process of recruitment of Judicial Officers and their promotions. The Judgment in the above case has fixed the schedules at each stage of the process of recruitment, to see that, the process of recruitment reaches its logical end.
In obedience to the directives of the Hon’ble Apex Court in Malik Mazhar Sultan case, the Government of Andhra Pradesh issued G.O.Ms. No. 44, Finance (SPMC) department dated 22.02.2010 sanctioning one post of Registrar (Recruitment) in the rank of District Judge for assisting the committees of the Hon’ble Judges and the Hon’ble Chief Justice, to cater the need of the process of recruitment of District Judges (Entry Level), Civil Judge (Junior Division) so also the recruitment of staff in the District Judiciary.
On bifurcation of High Court of Judicature at Hyderabad for the State of Telangana and Andhra Pradesh from 01.01.2019, the High Court of A.P. began the recruitment process. Ever since the bifurcation, the High Court of Andhra Pradesh recruited 143 number of Civil Judge (Junior Division) and 12 number of District Judge (Entry Level).
While recruiting the Judicial Officers in the cadre of Civil Judge (Junior Division) and District Judge (Entry Level), the High Court of A.P. has also carried out the process of recruitment in the District Judiciary by appointing 2322 number of Ministerial staff by adopting the centralised recruitment process as per the directions of the Hon’ble Apex Court in Renu & Ors. Vs. District and Sessions Judge, Tis Hazari Courts, Delhi and Anr. (2014) 14 SCC 50.The High Court of Andhra Pradesh also recruits the staff and Officers for the functioning the High Court and this process carried out by the Registrar (Administration) on the directions of the Hon’ble the Chief Justice and the Committee of Hon’ble Judges.
The recruitment is a continuous process and the High Court of A.P. will keep pace with the changing needs to fill up the vacancies in the march of Judicial Administration.
